Rotating residential proxies assign a different household IP to each request (or each short interval), spreading a crawl across thousands of ISPs so no single address ever trips a rate limit.
Rotation happens at the gateway: you send every request to one endpoint and the provider picks a fresh exit from the live pool. Some networks rotate per request, others per TCP connection, and most let you pin a rotation interval in seconds.
Concurrency is the real lever. A pool of 10M IPs is meaningless if the provider caps you at 50 threads; look for unlimited concurrent sessions and a documented retry policy for dead peers. Pair rotation with per-request header and TLS fingerprint randomisation, otherwise the fingerprint gives you away even with clean IPs.
Rotate when the workload is stateless: catalogue crawls, SERP scraping, price tracking, availability checks and compliance sweeps. Switch to sticky sessions the moment a flow needs a cookie jar to survive more than one request.
