A datacenter proxy server is the machine doing the forwarding — usually Squid, 3proxy, Dante or a cloud-native gateway running on a VPS with one or more public IPs attached.
Buying a managed pool means renting capacity on someone else's servers. Running your own means a VPS, additional IPs, a proxy daemon and authentication you control end to end.
Self-hosting makes sense above a few hundred IPs or when compliance requires you to own the logs. Budget for IP acquisition, abuse handling, monitoring and the operational load of rotating burned addresses.
Use managed pools for speed of deployment and elasticity; self-host when you need custom routing logic, private logging or fixed infrastructure costs.
