ISP proxies combine the two things you normally have to choose between: an IP registered to a consumer ISP and hardware in a datacenter with gigabit uplinks and unlimited bandwidth.
Providers lease or acquire IP ranges from ISPs and announce them from their own infrastructure. Reputation databases classify the address by its ISP registration, so it reads residential while performing like a server.
You buy fixed IPs, typically monthly, with unlimited traffic. Map each IP to a workload or account and hold it — the long-lived stability is the entire value proposition.
ISP is the sweet spot for account operations, sneaker and ticket drops, marketplace dashboards and long scraping sessions where per-GB residential billing would be punishing.
